Since this year, SASAC has conducted in-depth research and actively promoted the establishment of 11 state-owned enterprises, including aviation industry group, State Power Investment Corporation, China National Aircraft Corporation, Chinalco group, COSCO, general technology group, China Resources Group, China building materials, Xinxing Jihua Group, CGN and Nanguang group as pilot enterprises of state-owned capital investment companies.
Weng Jieming stressed that the pilot enterprises should deeply understand the significance of carrying out the pilot project of state-owned capital investment companies, accurately grasp the key links of the reform, and create an upgraded version of state-owned capital investment companies. We should adhere to and strengthen the party's overall leadership, and ensure that the reform pilot projects are steadily promoted under the leadership of the party. In accordance with the direction of the reform of the authorized operation system of state-owned capital, we should increase the power of authorization and decentralization, and stimulate the internal vitality of enterprises at all levels to the greatest extent. We should give full play to the role of professional platform for market-oriented operation and optimize the structure of state-owned capital distribution of central enterprises. It is necessary to strengthen the functions of the group headquarters in strategic guidance, capital operation, risk control compliance, audit supervision and other aspects, and comprehensively improve the group's management and control ability. It is necessary to carry out a number of reforms simultaneously, such as implementing the functions and powers of the board of directors and implementing the professional manager system, so as to give full play to the multiplier effect of comprehensive reform.
Weng Jieming demanded that, next, all pilot enterprises should enhance their sense of responsibility and mission, strengthen organizational leadership, comprehensively deploy and promote, and promptly formulate reform plans.
